Club Constitution and Rules
CONSTITUTION
1. The club shall be called the WIGAN WHEELERS CYCLING CLUB and shall be affiliated to BC, RTTC, NLTTA,
CTC and RRA.
2. The management of the club, including control of club funds, shall be by an Executive Committee (EC) consisting
of the club officials plus 3 committee members to be elected annually at the Annual General Meeting (AGM). The
officials shall consist of President, Chairperson, Secretary, Time Trial Secretary and Road Race Secretary.
3. The Treasurer will be elected by the Executive Committee.
4. First claim members only shall be eligible as Club Officials.
5. The club shall be non-political and non-sectarian.
6. (a) 6 weeks in advance the Secretary shall notify all members in writing of the date of the AGM and seek
proposed agenda items.
(b) Such proposed agenda items must be received in writing by the Secretary not less than 3 weeks before the date
of the AGM.
c) The agenda, audited accounts and any other relevant documentation shall be dispatched by the Secretary to all
members not later than 2 weeks before the date of the AGM. 7. No alteration on, or addition to, this constitution shall
be made except with the consent of at least two thirds of the members present at the AGM or a Special General
Meeting called for the purpose. 8. All members joining the club shall be deemed to accept the terms of this
constitution and the following Rules and any amendments which may be adopted from time to time.
RULES
1. The club colours shall be - red, blue and white.
2. Any person wishing to join the club must complete an application form and submit this with the membership fee,
after being proposed and seconded, to the Secretary. The application will be considered by the EC at its next
meeting. If the applicant is not elected, the membership fee will be refundable.
The membership fees are :-
FIRST CLAIM
Senior (18 years and over) £ 15.00 per annum
Junior (16—17 years) £ 5.00 per annum
Juvenile (12—15 years) £ 5.00 per annum
Child (8—11 years) FREE
SECOND CLAIM.
Senior £5.00 per annum
3. New members elected after the 30th September in any year shall be entitled to all privileges of full membership up
to 31st December of the following year.
4. Members wishing to resign membership shall notify the Secretary prior to the 31st of December in the relevant
year.
5. The Presidents term of office shall be a maximum of 3 years.
6. Any member not paying his/her subscription before the 31st March in the relevant year shall be deemed to have
resigned and to have forfeited all rights and privileges of membership.
7. The EC shall meet on the first Thursday of each month to transact the club business, four to form a quorum. Any
members of the EC absent from three consecutive meetings without giving a reasonable explanation and obtaining a
leave of absence shall be deemed to have resigned from the EC and the EC shall fill the vacancy.
8. The clubs financial year shall commence on the 1st September and end on the 31st August after which the
Treasurer shall prepare the balance sheet and subsidiary accounts. The accounts shall be audited by two auditors
elected at the AGM and not members of the EC.
9. The Annual General Meeting shall be held in November
10. A Special General Meeting may be called by the EC, or by the Secretary on receipt of a request signed by
seven members subject to at least fourteen days notice. The committee may make provision for all the members to
vote if it is thought the subject is of major importance.
11. Second claim members shall not be eligible for any club awards or records, or to vote at any meeting. Only fully
paid up members shall be entitled to vote at any meeting.
12. The committee shall have the right to expel or otherwise deal with any individual(s) whose conduct is deemed
detrimental to the clubs character.
13. Cheques shall be signed by two members designated by the EC.
14. Club records shall be kept by the Secretary for 10, 25, 30, 50, 100, miles and 12 hour and 24 hours achieved
under RTTC conditions. Records for the following place-to-place records shall be kept.
Wigan—Blackpool—Wigan
Wigan—Lancaster—Wigan
Wigan—Shrewsbury—Wigan
These to be achieved under RRA conditions. All timekeepers must be RTTC approved. Notice of an intended place-
to-place record attempt must be given in writing to the Secretary at least 14 days prior to the attempt with details of
the person to officiate. Should a record be broken, a claim must be made in writing to the Secretary within 14 days.
15. The following Championships / Competitions shall be held.
a) Club BAR held over 25, 50 and 100 miles calculated on the average of the three speeds (mph).
b) Vets BAR held over 25, 50 and 100 miles calculated on total plus.
c) Junior BAR held over 10 and 25 miles calculated on the average of the two average speeds.
d) Ladies BAR held over 2 x10 and 2 x 25 miles calculated on the average speed. The above are confined to L, D
and J courses and the last qualifying date shall be the first Sunday in October of each year.
e) 25 mile handicap Liptrot-Dewhurst Trophy.
f) 25 mile handicap Cavey Cup.
g) 50 mile handicap Fletcher Trophy.
h) 12 Hours McCurdy Cup for best 12 hrs on any course.
i) 24 Hours 24 Hour Trophy for the best 24 hrs on any course.
j) Road Racing, Senior, Junior and Juvenile Champions to be decided by the EC on the basis of performances in the
season.
k) Cyclo-Cross, Senior, Junior, Juvenile and Schoolperson champions to be decided by the EC on the basis of
performances in the season.
16. No trophy can be won outright.
17. On the day when the club is promoting an open event NO club member may compete in any cycling event or
competition without the explicit permission of the organiser of the club event.
18. Any matter not specifically provided for in this constitution and these rules shall be dealt with by the EC as it
sees fit.
19. No alteration in, or addition, to these rules shall be made except with the consent of a majority of the members
present at the AGM (or Special General meeting called for the purpose).
20. At the AGM any EC or Special General Meeting the Chairman shall have the casting vote.
